Need some help to id an old football item

I have a small 1" x 2" photo of George Conner. It was probably like a rub off where you rubbed water on it to make it appear. The back says All American Football with a small write up that ends "Name him?" bottom says "No 9 in a series of 13C"
Can anyone help me figure out when this was made/

Jeffo65 - Thank you very much. The only football guides I have are from 2001 and 2003 plus the 50 years of Topps Football and none of them listed these. I figured it might be since I have some 48 Topps Magic Photo baseball but wasn't sure.
