Are serial numbered cards really short printed

I always wondered if some how there could be identical #'d cards made.

I mean I have sent in damaged cards to Topps before and they sent me back a serial numbered one in return. Do they not send out all of them and hold some?

I thought of this because I stumbled across this looking for some Pujols stuff.

Wasn't there some stink a few years back where Topps (accidentally, negligently, on purpose) printed and inserted 5 red refractors in hobby and and an additional 5 in retail?

I believe this is the case. I can't remember what year it was, but there was an article floating around about duplicate serial numbers on Bowman Chrome Red Refractors.
